The LSG Secretary position is an executive field officer exercising statutory administrative powers at the grassroots level.
Official designation: Secretary, Local Self Government Institutions. Department: Local Self Government (ERA) Department, reflecting the historic integration of the independent Panchayats, Urban Affairs, Rural Development, and Town Planning departments into one unified state service cadre. Postings are a statewide seniority cadre: you can be deployed as a Panchayat Secretary (rural) or an Assistant/Municipal Secretary (urban) within Grama Panchayats, Block Panchayats, or Municipalities.
Functioning under the Kerala Panchayat Raj Act, 1994 and the Kerala Municipality Act, 1994, an LSG Secretary implements council resolutions and holds statutory power to sign off on licenses, civil registrations, and building permits; acts as primary custodian and drawing-and-disbursing officer of the Local Government Fund; and oversees local infrastructure development, MGNREGS schemes, poverty alleviation, and waste management.
Scale of pay: ₹51,400 to ₹1,10,300. This is a Group-B Gazetted Officer post directly upon entry. Gross entry emoluments, with current DA and regional HRA, range between ₹73,000 to ₹78,000 per month.
